Vision

NIRW's vision is to address the range of issues identified by the waste hierarchy.

NIRW's focus is to facilitate sustainable business development in the New England & North West region of New South Wales that provides solutions to dealing with the waste we generate. The activity will result in stronger relationships, greater awareness and increased economic and employment benefits for the region.

Objectives

Since inception, NIRW has operated with a set of guiding principles. These principles provide an overall direction for the group that remains constant regardless of individual programs introduced over time.

  • Develop and implement regional programs that achieve a sustainable balance between the regions social, economic and environmental needs.
  • Encourage teamwork and cooperation between member Councils and external stakeholders for the overall benefit of the region.
  • Identify and investigate all opportunities for coordinated approaches in the provision of waste management services and the achievement of waste avoidance and waste minimisation within the region.
  • Consider all waste management issues affecting member Councils, where possible, and speak as one voice in response to State & Federal Government initiatives or directives.

Key Issues

The following five key issues have been identified as priorities for the Three Year Plan. These have been identified through examination of the needs of member Councils and are aligned with the State Waste Avoidance Strategy. They have been prioritised according to the needs and objectives of the member Councils and are in line with the State Strategy:

  1. Focusing on Reuse & Waste Avoidance
  2. Moving the Message
  3. Implementing Programs to Encourage Community Adoption of Waste Management, Resource Recovery and Recycling
  4. Developing Environmentally and Economically Viable Waste Management and Resource Recovery Systems in the region
  5. Focusing on Litter Prevention

Decision Making

All member Councils are entitled to one vote (which includes a proxy vote for agenda items) on all matters where a vote is required.

NIRW makes decisions regarding its own actions and formulates recommendations, regarding policy, commitment of funds, sharing of resources etc., which are referred to each member Council for consideration and response back to NIRW.

Participation by Councils in any actions, including projects, trials, investigations etc. formulated by NIRW is voluntary, no Council is obliged or compelled to participate.
